Tenders for mFRR in the APG Control Area

This page contains the most important information for potential suppliers of Manual Frequency Restoration Reserve (mFRR). More precise and legally binding information can be found in the contract documentation in the Download column.

When do the tenders take place?

The bidding period for the weekly market maker tender is normally on Thursday from 9:00 to 13:00. Suppliers who have been accepted can adjust their energy prices up to the end of the day-ahead tender (as described under Minimum and Maximum Bid).

The daily market maker tender is on every working day (except Saturday) from 08:00 to 10:30.

On weekdays (except Saturday) the market participants have the possibility from 11:00 to 13:00 to adjust the energy prices for the accepted bids from the daily or weekly Power Control tenders.

The suppliers will be informed in due time should it be necessary to postpone or change the bidding period in the presence of exceptional circumstances.

 

Tendered products

A tender for mFRR with power price is carried out for the coming weekend (Saturday and Sunday) as well as – separately – for the following week from Monday to Friday. These 2 tendering periods embrace 6 different product time slots each of which can be bid for individually:

In addition, there is a short-term tender in which no power price is paid for the reserved mFRR ("day-ahead tender"). In this tender, different energy prices can be bid for the 6 product time slots on each individual day (i.e. 6 products per day). These products are identical to the products in the market maker tender, i.e. the bids are ranked in a list which forms the basis for a potential subsequent call.

Pre-qualified suppliers of mFRR can, of course, participate in both tenders, i.e. a supplier who has been accepted in the market maker tender is free to submit further bids (also for the same delivery period) in the day-ahead tender. He can also change the energy price which has already been accepted in the market maker tender (see "Minimum and Maximum Bid" below).

Volume put out to tender

The continuous demand for mFRR in the APG control area is normally:

Total: +280 MW Weekly: 200 MW / Daily: 80 MW (power increase, i.e. supplier delivers to grid)

Total: -170 MW Weekly: -125 MW / Daily: -45 MW (power decrease, i.e. supplier takes energy from grid)

In the presence of exceptional circumstances, the required volume of mFRR can be changed by the control area manager.

Tendering platform

The tender takes place exclusively via the electronic tendering platform.

Award procedure

In the market maker tender, the bids with the lowest power price are accepted. If the prices of two bids are identical, preference is given to the bid that has the lower energy price. And lastly the time the bid was placed.

Suppliers whose bids are successful will receive the power price they quoted, i.e. a "pay as bid" approach is adopted. Once the bid has been accepted, the suppliers are obliged to reserve the corresponding volume of mFRR.

Calling mFRR

mFRR is only provided when called by APG. It must then be provided for a minimum of 15 minutes. This minimum period does not, however, apply up to the end of the product time slot, as, in this case, the call and the product time slot end at the same time (compare item 3(7) of the Framework Agreement - in German).

All callable bids for the provision of mFRR are ranked according to energy price and entered in the merit order list. In the event that it is necessary to increase or reduce the generation capacity in the APG control area, the next offer in the list will be called. In the case of positive mFRR (supplier delivers to the grid), the offers with the lowest energy price will be called first. In the case of negative mFRR (supplier takes energy from the grid), the offers with the highest energy price will be called first. If the energy prices are identical, preference is given to the offer with the largest volume. If the volume is also identical, the bid that was submitted first will be called.

Accepted suppliers receive the price they bid in euro per megawatt hour (when delivering energy) or pay the price they bid (when taking energy from the grid).

Unsuccessful tender

In the event of an unsuccessful tender, e.g. not enough bids, the valid bids will be accepted and a new tender will be opened for the shortfall.

If there is still a shortfall after the second invitation to tender, a further invitation to tender will be opened in a "Last Call". In this case, APG calls on the suppliers to offer available power by e-mail or if possible, by telephone.
