Rules regarding nomination of cross-border schedules

The following tables contain information that affects schedules in different ways depending on the auction and the border. For general information on schedule nominations, please use the links in the box on the right.

The schedule rules are subject to change. In the event of a change in the rules, all balancing group representatives in the APG control area will be notified by e-mail.

Yearly and monthly capacities

The following rules apply for schedules that use capacities allocated in yearly or monthly auctions:

Intraday capacities

Nomination of schedules that use intraday capacities must also be given separate from the other schedule time series and is subject to individual rules. Further use of the time series from the day ahead notification is only made on the border to Germany where there is currently no congestion.

Please note that an intraday change only increases the version of the schedule time series that was changed or added. The version number (Senders Time Series Version) of schedule time series not affected by the intraday change should not be changed under any circumstances. Intraday changes that do not comply with this condition will be totally rejected.

Nomination procedure

A:A

Nomination of schedules across control areas must be given between the balancing group of the same balancing group representative with identical Energy Identification Code (EIC), i.e. the capacity right owner must personally nominate the schedule on both sides of the border to utilise his capacity right.

B:N

The nomination of cross-border schedules can be carried out personally by the capacity right owner or by nomination agents named by the capacity right owner. He can name maximum one agent (B) on the export side and any required number of agents (N) on the import side. Agent B is always entered in the rights document (Programming Authorization), i.e. if an agent has been named, the capacity right owner cannot personally nominate the schedule on this side of the border. Details are specified in the corresponding auction rules.

N:B

Similar to B:N, but any required number of agents can be nominated on the export side and maximum one agent on the import side.

m:n

The EIC of the balancing group must be identical to the EIC of the capacity right owner on at least one side of the border, i.e. direct cross-border business transactions can be carried out with any required trading partner.

To prevent any inconsistencies, it is urgently recommended that nomination of schedules across control areas always be given using version A:A (mirror image balancing groups of the same representative). It has been shown that this can minimise errors during schedule nomination thus guaranteeing very secure business transactions.

Netting out

Nomination of schedules must be given after netting and with non-negative values. Schedule time series in which at least one of the elements "Business Type", "Capacity Contract Type" or "Capacity Agreement Identification" vary may not, however, be aggregated. In the case of external schedule time series, a single schedule notification may therefore contain several schedule time series that relate to an export or import to the same business partner.

In the case of borders without congestion (Germany), the schedule time series can, if required, also be changed intraday. Simultaneous export and import to the same business partner is not permitted here. Changes to the schedule time series are, by contrast, not permitted on borders with congestion after the nomination deadline. If required, a further time series for day ahead or intraday can be nominated – also in the opposite direction (provided the balancing group has the corresponding capacity rights).
