The cross-border power line connections in the European grid association (Regional Group Continental Europe RGCE, formerly UCTE) are not designed for the transportation of large quantities of electricity. In many cases, the exchange energy demanded by market operators exceeds that of existing transport capacities – this is called a cross-border congestion. A corresponding EU guideline specifies that cross-border line capacities, for which such a congestion is declared, must be made accessible with the market-based procedures of the market operators – as a rule, these transport rights are auctioned.
